That was Bob Rogers as Barney’s Replacement.  

Who said, “And, get out of those trick-or-treat outfits”

(He should get a rude for that comment)

That would be a double answer. First Mr. Harmon said it and then, in his typical style, the fat little mayor - Mayor Pike- echoed the sentiment.  The episode was Mayberry Goes Hollywood.

That would be Rafe Hollister as he got all spiffed up for his audition for the musicale.
